Golden visa software engineers: what an offer can promise

For golden visa software engineers in Dubai, the ten-year permit is neither permanent nor independent of you. GDRFA Dubai's own page for the specialists route states that if the salary falls below AED 30,000 or the contract is cancelled, the Golden Residence Permit will be cancelled. That one line decides what your offer letter can safely promise, and it is the opposite of what the category's reputation suggests.

Everything below is checked against GDRFA Dubai, Abu Dhabi's ADDED portal, the federal ICP and the UAE government portal, as published on 8 October 2026. Three things are worth knowing before the detail:

  • The AED 30,000 figure appears on emirate-level portals only. Neither the UAE government portal's golden visa page (last updated 28 July 2026) nor ICP's golden visa page publishes any salary threshold at all.
  • GDRFA Dubai gives two different versions of the number in two sections of the same page.
  • The Green Visa at AED 15,000 reaches a wider band of your team than the Golden one does, and it costs AED 200 rather than AED 1,100.

What the golden visa software engineers route actually requires

There is no category called "software engineer". The salary-tested route sits inside GDRFA Dubai's service Issuing Golden Residence Permit (Specialized Scientists), under a sub-heading the English page calls "Skilled workers with specialists at higher professional levels". Its conditions: a UAE work permit under a valid employment contract, a skilled-worker classification at the first or second professional level under the Ministry of Human Resources and Emiratisation (MOHRE), a bachelor's degree with a Ministry of Education recognition report, a practising licence where the profession requires one, health insurance, and the salary test.

Three routes matter to an employer building an engineering team. They differ less on salary than on what each one buys you.

The level is the gate most employers misread. Golden requires level 1 or 2; Green accepts level 3 as well. So a competent mid-level engineer whose work permit records level 3 is outside the Golden route no matter what you pay them, and inside the Green one.

The same GDRFA page gives two different numbers

On the specialists page, the Requirements section asks for "A monthly salary of no less than AED 30,000". The Terms and Conditions section on that same page says "The salary must not be less than A monthly salary of approximately AED 30,000 or its equivalent in foreign currencies." A hard floor and an approximation, side by side, in a document that decides ten-year residency.

The Arabic version of the same page resolves it. Both sections there read la yaqillu 'an — "no less than" — against the figure 30,000. The word "approximately" exists only in the English translation. Plan on the hard floor, because the Arabic text is the one that governs and it does not soften the number anywhere.

Abu Dhabi has the same split, in milder form. ADDED's page for skilled professionals states the criterion as a "Minimum monthly salary of AED 30, 000 or equivalent", then asks in its document list for a bank statement "showing a monthly salary of an amount no less than AED 30,000". In both emirates, the document you must produce is stricter than the rule you are quoted.

Is the test basic salary or total pay?

This is the question that can sink an offer, and it is not settled on any page we could read. The immigration firm Fragomen reported in an alert published 13 June 2024 that "as of May 2024, the official stance on Article 17 of Cabinet Resolution 65-2022 has changed": where applicants previously evidenced "a minimum gross salary of AED 30,000", they "must now show a monthly basic salary, excluding any allowances, of AED 30,000 to be eligible."

Against that: the word "basic" appears on none of the official pages. GDRFA Dubai says "monthly salary" in English and ratib shahri — monthly salary — in Arabic, with no qualifier. ADDED says "monthly salary". ICP and the federal portal give no figure to qualify. We could not read Article 17 itself, because the UAE legislation portal returns a Cloudflare block, so we are not citing its text here and neither should anyone else who has not read it.

Treat the gap as a live risk rather than a resolved rule. A package of AED 20,000 basic plus AED 10,000 housing totals AED 30,000 and may still fail, and the applicant finds that out after the file is submitted. Some advisers say practice has moved back toward gross. We cannot verify it, which is the point: if the outcome turns on a distinction no published rule states, you cannot build a promise on top of it.

A golden visa removes a retention lever and a cost at the same time

The honest case for the Golden route is strong, and it is worth stating before the objection. A candidate who holds a ten-year permit in their own name does not need you to sponsor their residency. They are exempt from the 180-day stay-abroad rule, so the permit lapses only if it expires while they are outside the country. Relocation stops being a bet on one employer, which is precisely why it is attractive to the senior engineer you are trying to hire — and why they often arrive already holding one.

What you lose is the part nobody writes down. On an employer-sponsored permit, residency and employment end together, and that coupling does quiet work in a resignation conversation. It disappears here, and no notice period brings it back.

Except, on the specialists route, it partly does — and this is the uncomfortable half. Because the permit is conditional on a continuing contract and a salary at or above AED 30,000, your payroll and termination decisions can revoke someone's residency. GDRFA states that the Authority "reserves the right to take the necessary measures to ensure that individuals covered by the provisions of this resolution continue to meet the conditions" for the whole validity period. A restructure that moves money from basic into allowances is, for that person, potentially an immigration event.

That is a liability to manage, not a lever to use, and it argues for keeping a Golden Visa holder's salary structure stable in a way you would not otherwise bother with. It also puts the employer in the file: final approval, GDRFA says, follows a review of "the administrative and financial efficiency of the jobs and establishments".

The AED 15,000 Green Visa reaches more of your team

GDRFA describes the Green Visa for a high skilled worker as entitling skilled workers "to a green residence permit to live in the country without needing a guarantor or employer for five years", renewable on the same conditions. Its terms are MOHRE level 1, 2 or 3, a bachelor's minimum, and a monthly salary "not less than (15000) fifteen thousand Dirhams or the equivalent in foreign currencies". The residence permit fee is AED 200 against AED 1,100 for the Golden one.

It is self-sponsored residency, not employment-free residency: the requirements still include a MOHRE work permit and, for government, semi-government and free zone employers, an employment contract. What changes is who holds the residency, and it leaves a 180-day grace period inside the country after the permit expires or is cancelled — a softer landing than the Golden route's cancellation clause. For most engineering teams it is the route that applies to more than one or two people, and the one the recruiting conversation ignores.

What an offer letter should and should not promise

The decision belongs to the authority, not to you. GDRFA says of the talent route that nomination by a competent body "does not constitute final approval". So:

  • Do not promise eligibility, approval, or a date. Expected completion on the specialists route is 48 hours after a complete file, but nothing in the published process commits the authority to an outcome.
  • Do not make the visa a term of the contract. A promise you cannot deliver on becomes a dispute about the contract rather than about the application.
  • Do commit to what you control: a UAE-approved employment contract or salary certificate, six months of bank statements showing salary transfers, evidence of the MOHRE classification, the attested degree with its Ministry of Education recognition report, the practising licence if the role needs one, and health insurance for the applicant and family at the time of application.
  • Do state the salary structure explicitly in the offer, split into basic and allowances, so the candidate can take advice on it before they resign from anything.
  • Do name who pays the fees. The residence permit is AED 1,100, plus AED 10 knowledge dirham, AED 10 innovation dirham, AED 500 in-country fee and AED 20 delivery, and GDRFA notes the issuance fee rises by AED 100 for each year where the residency period exceeds two years.

Two of those documents are where files stall. The six-month bank statement has to agree with the salary certificate, which puts your payroll records and the WPS rules that govern when those salaries actually land inside the immigration file. And the MOHRE level is whatever the work permit records, not what the job title implies: the government portal lists nine professional levels based on the ILO's ISCO standard — level 1 "Legislators, managers, and business executives", level 2 "Professionals in scientific, technical and human fields", level 3 "Technicians in scientific, technical and humanitarian fields" — and names no job titles at all. Titles here drift faster than any classification follows, as they do across AI engineering roles nobody can name yet. Check the level on the contract before anyone relies on it.

When a candidate's package fails the basic-salary test

You have three real options and one bad habit to avoid.

  1. Restructure the package. Raising basic pay and shrinking allowances to the same total is the obvious move, and it is not free: in the UAE, end-of-service entitlement is calculated on basic salary, so you are raising a liability you had previously capped. Price that before you offer it.
  2. Route them to the Green Visa instead. At AED 15,000 and MOHRE levels 1 to 3, it covers people the Golden route excludes, and it is self-sponsored. Five years, renewable, AED 200.
  3. Leave the visa out of the pitch. Sponsor them on an ordinary employment residence permit and say nothing about ten years. This is the right choice whenever the package sits near the threshold rather than comfortably above it, because a withdrawn expectation damages more than an absent one.

The habit to avoid is quoting the candidate a number from a consultancy blog. The official pages disagree with each other about how firm AED 30,000 is; a confident third-party restatement is a confident guess.

What is actually verified about game developers and content creators

A 2026 expansion of the Golden Visa to game developers, e-sports professionals and digital content creators is widely reported. We could not find it on any authority page, and the routes that do exist predate that framing.

What is published: GDRFA's talent route grants a ten-year permit to "people of culture and art, innovators and inventors, athletes, and talents in the field of digital technology", with digital technology talents requiring a nomination letter from the Emirates Council for Artificial Intelligence and Digital Transactions. No salary test, no MOHRE level, five days expected completion — and the nomination is not the approval.

The gaming route runs through Dubai Culture accreditation under the culture and arts category, for applicants aged 25 and over, covering game producers, designers, developers, publishing and operations, educators, and animation and illustration — as reported by Gulf News in August 2024 and updated in May 2025. That is a 2024 route, not a 2026 one. Either way the consequence is the same: eligibility comes from nomination by a named body, so there is no salary you can pay that produces it.

The decision this actually changes

If you are costing a senior engineering hire in Dubai, the visa line is not a fee. It is a question about which of the two salary thresholds your package clears, whether it clears them on basic pay or only on the total, and whether you are prepared to keep that structure fixed for the life of a permit you do not control. Answer those before the offer goes out, because the AED 30,000 line is also a line you can accidentally cross downward later.
